13:13 GMT, March 11, 2010 On March 10, the PLA delegation to the Third Session of the 11th National People’s Congress (NPC) held its 2nd plenary session. 15 deputies delivered speeches by centering on all-roundly implementing the historical mission of the PLA in the new century and the new period, studying and implementing the scientific outlook on development in a deep-going way, pushing forward the scientific development of national defense and army building.

It’s the key to improving the capability of carrying out military operations other than war (MOOTW) to scientifically grasp the special rules of MOOTW and establish and improve the corresponding operational mechanism. Zeng Manjun, PLA deputy of the National People’s Congress (NPC), put forward a four-point proposal on improving PLA’s capability of conducting MOOTW: Firstly, establish the early warning mechanism to deal with major emergencies. Secondly, establish the military-civilian joint operation mechanism to conduct MOOTW. Thirdly, establish talent cultivation and use mechanism for MOOTW. Fourthly, establish the comprehensive support mechanism for MOOTW.
